Database CPU Time Ratio Gives Values Greater than 100

Dear all I have found this issue on other posts without the proper answer. I am wondering why the Database CPU Time Ratio gives values greater than 100 on Oracle Database 11g? I have run the same on 10g gives less than 100. Is it a bug or given another meaning? I want to report this value to the client but I can not give explanation
