ePro AWE issue

We are on Version 8.8 and having an issue when a requester submits a requisition in eProcurement.  The following error is generated:

ErrorReturn-> 119 - Assignment of "1001.00" to SAC_AW_STEP.STEP_NBR failed. (2,119) SAC_AW.DEFN.StepDef.OnExecute  Name:step_nbr  PCPC:1832  Statement:33

This only happens for two users in the company and they were able to submit requisitions until two days back. I did check support for any fixes but could not find any. I did check the requester and supervisor setup and everything seem in tact. I did find through trace that there could be an issue when it is checking for the requisition amount against the criteria amount in SAC_Criteria application package, but the same is fine for most of the requesters.
