can’t open the list of value of Territory in Jurisdictions screen (Legal Entity Administrator)

i want to Create Jurisdiction From (Legal Entity Administrator) to create legal entity and when choose income tax and click Go Button and Open Territory List of value (Nothing happened) no list of value appear
