Not able access a Form on click of Button

I am  not able to Access customer form on clicking details button in the Accounts tab of the  to create Account relationship from OKS Manager Responsibility (Contratcs responsibility )  .If we do the same from CSF Admin (Field service responsibility) .It is working .

I am trying to access the contact center from Tools->Quick Menu for Contracts-> Contact center > Accounts tab -> Details button .It says Function is not available for this responsibility .

I am able to open the same while we are accessing it from  menu under the  Field Service responsibility  .I tried attaching the menu to the contracts responsibility but still am not able to access the same .
