Not able to see the List of Values in Task Status

When i am  trying to attach the rule as DISPATCH to the task types i can only see the Open Status and when i try to select the same it says Task Status is not Schedulable .I am not able to see any values in the List of Values for the Task Status and am not able to save the task .

I tried attaching  the Rule as  Oracle Marketing  to the task types and then it works as desired .
