XML Publisher report in 11i with XSL-XML template issue

I have created a new XML Publisher report in EBS 11i with an XSL-XML template.  When I run it, it creates the report in XML format, but the contents of it are the contents of the executed data definitions.  In order for me to get it format it using the corresponding XSL-XML template, I need to republish it, and then it works.

Is there a way to run the report and get it in the right format as per the XSL-XML template at once, without having to take the extra step to republish it?
