New employee can't navigate in JDE 9.0

We have a new employee that has been assigned a user id and role and can get into JDE 9.0 but when they pull down the navigator menu they see the tasks but when they click on any of them it does nothing.  They do not get any subtree tasks.  The only subtree task they see is under action task.  What could be wrong with their set up.
