Need a second Admin group to manage Weblogic

Hi - I currently have an admin group setup for lifecycle DEV to capture all my EBS components - but I need a similar method to create a second Admin group for Weblogic. 

- Can I create a second Admin group to do this?  When I go to Hierarchy it just shows my current and only one for EBS

- Is there a more preferred method to manage all the weblogic components?   I will have different Admin for this as well and It would be slick to just have a group (self propogating) that would let me give privileges to that group to our Admins.
