Accounting for Previous Level variances

Our users were questioning how the accounting is determined for Previous Level variances on discrete jobs and in looking through Metalink, I found the following explanation:

"The thing to be noted is that for the single level Material variance the variance is calculated as TL Material Var + TL Material Ovhd Var + ALL the PL variances.  Its because all of the PL variances can only come from components which are material for the assembly."

Our users are currently using a custom report that breaks out the PL variances, so they can see how much is for Resource and OH.  Then they do a manual journal entry to move the amounts to the corresponding account that the TL variances are hitting.  They do not agree that the PL variances should all be classified as Material Variance, so they are wondering if it is possible to have the different PL variances be broken out and hit different accounts.  Has anyone else had this request, is this even possible?  Or, can anyone give a good explanation as
