Patch 17246699 R12.ZX.B - Can This be Applied Standalone?

Hi,


1. Readme for Patch 17246699 R12.ZX.B R12.FIN_PF.B : Says to Apply this patch in pre-install mode on the R12 APPL_TOP.
Now that the English driver 6678700 is complete, can I do a full install using adpatch

2. Can I Merge and Apply Patch 8969799 R12.ZX.B R12.FIN_PF.B and Patch 17246699 R12.ZX.B R12.FIN_PF.B ?
  2a. If so do I need to use any special options for admrgpch ?
  2b. Do I then apply the merged driver using adpatch in full ?

3. In the next iteration when I redo the upgrade, can I MERGE these 2 patches
