Why Cost Allocation KFF remains disabled on People Management Template?

I am trying to add the Cost Allocation KFF on the People Management Template for faster data entry. But this field remains uneditable (disabled). Can you please let us know if there any known issues here.

We are currently on R12 - 12.1.3 with RUP6 Patch level.

The current form version is:

Form Name: PERWSQHM

Form Version: 12.0.96.12010000.38
