Release version did not reflect after application of patch "9239089"

Hi team,

Customer upgraded from EBS R12.1.1 to 12.1.3 by application of "9239089" patch.
They queried their database hoping their release version would reflect 12.1.3 but it still shows 12.1.1.


select release_name from FND_PRODUCT_GROUPS;

RELEASE_NAME

==============
12.1.1
