Use Approval Hierarchy option is disabled in Financial Option

Dear,

When I save any PO and click on submit for approval. it's shows incomplete status. I am expecting PO should be approved ststua after click the submit for approval I also verify  that the Use Approval Hierarchy option is disabled in Financial Option.

Please advise Thanks
