Oracle 11g RDBMS Standard Edition vs. Enterprise - questions

Hello,

I've been asked to look at downgrading the Oracle RDBMS versions I currently use, which is Enterprise.

From the comparison note

"Differences Between Enterprise, Standard and Standard One Editions on Oracle 11.2 (Doc ID 1084132.1)"

I can see that Fine Grained Access is not available in Standard edition. I need to use the UTL_SMTP package,

but that now requires the ACL privileges to be granted to the user. My question - are the ACL packages I list here part

of the FGA, or will I be able to use them in the Standard Edition?

  dbms_network_acl_admin.create_acl
