Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. As per readme file of patch

3. Patch Applicable for versions/releases:
Release 12.1.4

As 12.1.4 is not available and the patch is release 2 years back, can you please clarify/confirm if this can be applied on 12.1.3
