Notifications - how do you set up different notification emails for different assets

We use an email address for automatically opening tickets in our Help Desk software.  What we want to be able to do is configure our pre-production/test/dev assets to NOT open a ticket but to only send an email to our DBA distribution list.   In the case of the pre-production assets we would need a way to move the assets into the  production state when we go live.  If there is doco that describes this I haven't been able to find it.

Also is there any granularity in the repeat notification rule.  For example we would like to have repeat notifications if the management agent is down but we don't want repeat notifications for any other alert.
