all integrators not available in desktop integrator responsibility in r12?

we are doing r12 migration and we see web adi responsibility is obsolete in r12. In r12 we have desktop integrator responsibility.

When we assing this reponsibility to user they cant see all the integrators. We noticed that if we assign system administrator responsibility to those users then they can see all the integrators. As soon as we end date system administrator resonsibility from these users they can see only limited integrators.

Has any body faced this issue? Is there any workaround? We can not provide systemadministrator responsibility to these users.
