How to improve the resources utilization?

Hi,

How do I improve the hardware resources utilization by the Oracle 11g Database. I have an Linux box with 32 GB RMAN and 24 CPU's. The database is not using more the 1 cpu and user complaint of slow access. How can I take advantage of the hardare resources to improve the database execution performance.
