With holding Tax in AR

Hi,

We are implementing AR in a company where the Agents' sales data is coming from another sales system. The external sales system is also sending the sales commission expenses of the Agents as well as with holding Tax deducted on commission income of sales agents. This info is coming into AR from external sales system but withholding tax is to be paid form Oracle Payables, on behalf of agents, to the Tax authorities. What is the workaround for this situation.
