Siebel - Server Busy Error

Hi ,

We are trying to access the siebel URL , and it throwing the below error ,

"The server you are trying to access is either busy or experiencing difficulties. Please close the Web browser, open a new browser window, and try logging in again.[09:42:14] " .

Below is the information written in Obj Mgr Log ,
