Is Install Base necessary for Oracle Service Contracts Implementation?

Hi,

We have a requirement to create and execute contracts for S/W Licenses. No Inventory Item gets associated with the Lines/Sublines in the Contract.

Do we require implementing Install Base for such scenario? As I understand, Install Base is required if we utilize items defined in Inventory.

Appreciate expert answers and suggestions.
