Line Level Approval per dept at a distrib level

Good afternoon,

I currently have a ePro approvals setup at a line level and then flowing to the department manager.

However, if I enter 1 line, with a quantity of 3, going to 3 separate Departments, it's going to email all 3 department managers but the first one to go in and approve it, approves for everyone.

Is it possible to change this?
