Can't login E910 standalone OEE in sqlplus

Hi, I have used  E900 OEE and managed to change sysdba password . As such, i can able to create new connection to JDE db in SQL developer.

But after i installed E910 OEE, and tried to change sysdba password,  it prompt error.

1. change C:\Oracle\E1Local\NETWORK\ADMIN\sqlnet.ora   SQLNET.AUTHENTICATION_SERVICES=(NTS)   

2. " sqlplus / as sysdba; " in dos prompt  it prompted with error " ORA-12560: TNS:protocol adapter error "

3. in this C:\Oracle\E1Local\NETWORK\ADMIN folder, it got listener.ora, sqlnet.ora, and tnsnames.ora

FYI, i has installed OEE 32bit db at C:\Oracle\     and c:\oracle\product\11.2.0\client_1\network\admin\ only has tnsname.ora if compared to 64bit OEE DB at E1local
