Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. ASCP - Unable to lauch plan . Message shows 'Plan is already running’

We are using uncontrained ASCP plan . As soon as plan is lauched , It goes into error and log shows 'Plan is already running’

whereas no plan is running in system. What could be the issue . How to resolve this issue?

Are there any query to find out any process is running or data is stuck somewhere due to which plan can not be launched?
