reorganization a datafile under EMC 12 c

Hello I'm using EMC 12c on linux x86_64 , I have a DB 11.2.03  linux x86_64 with a tablespace with allocated size  91 GB and allocated space used 3.3 GB.

When I try to reduce the File size from 91GB  to 20 GB I get  the  error :

Failed to commit: ORA-03297: file contains used data beyond requested RESIZE value

Please : Is there a way with EMC 12c to reorganize automatically the size of this tablespace ? what you suggest in order to avoid the ORA-03297 ?
