FND user creation and and Termination

Dear Gurus,

We are looking for a solution "If HR is creating an employee  it should be automatically created

and the Employee Self-Service responsibility should be automatically assigned.

If HR is terminating an employee, the related FND user  should be automatically terminated"

Can someone share the details if they have done this in their organization. Appreciate your kind help
