Using _ASG_PTO_DE_YTD in a fast formula

I am trying to fix a salary continuation skip fast formula that is using the balance dimension _ASG_PTO_DE_YTD.  I am trying to have it skip that accrual plan if there is a balance.

I am running into a problem with the first pay period of the next year.  Say I have a pay period start date of 15-DEC-2014 with a pay period end date (ie date earned) of 28-DEC-2014.  My check date is 02-JAN-2015.

When I am debugging my fast formula, even though my dimension says it is Date Earned Year to Date so I would think it would give me my balance as of 28-DEC-2014, it is giving me a zero balance.
