Project Cost Collect. Enabled option is grayed out in Inventory Organization Parameter

Project Manufacturing Experts:

Right now, we are setting up our EBS environment to user Project Manufacturing and Project Costing. 

The instructions in the implementation manual says to turn on "Project Cost Collect. Enabled" option in

the inventory organization parameter screen, but that attribute on the screen is grayed out,

and I cannot tick the option on.

Does anyone have any idea on what setups steps I am missing out?

We are on R12.1.3 environment.
