How to create Oracle Instance on Unix server(AIX) remotely from windows client

There is a requirement to improve installation experience for a customer. Is it possible to create an Oracle Instance on Unix server from a Windows Client? If yes, then how this can be done? My understanding is that for creating an instance I have to be logged into the server as an Oracle user under OSDBA group.
