How do I create a problem ticket?

It was decided by the users that we track a certain Incident as a problem ticket, since we are not able to find the root cause of the issue and it has been more than two months already that this issue was not encountered. Please note also that we were not able to reproduce the issue at will reason why finding the root cause was not possible. How do I create a problem ticket? Is it not the same as creating an SR ticket?
