BI Publisher FS Error on non-domestic user

Hi all,

I have upgraded JDE from App8.12+Tools8.97.3.0 to App9.1.2+Tools9.1.4.2.

And then I define new report definition to use existing template and put the definition id on a ube version's property.

When I login to JDE as a domestic user, BI Publisher reports are created normally from execution of the ube.

However, the process ends in status FS - System Error when I login as a non-domestic user.

Does anyone see similar problem?

Any advice is greatly appreciated.
