Create SR from submitter to show them as BILL_TO and SHIP_TO even though they are not the IB owner

We have been experimenting with a way to get the creation of a service Request submitted by soeone other than the IB Owner and found that if we add the submitting party with thier BILL_TO account to the IB record the Create SR API works exactly as we would like.

However we only have 1 clerk to process these and to chaeck each IB record versus the SR submitter and then add the submitter bill_to party takes too much time.

We have attached a screen shot of what we did in IB and would like to know if there is a way to have this addition/update performed by a program or API
