Is there a process to report a bug without opening an SR?

I have found a repeatable bug in ECX6.4.0m3 that is not addressed in ECX6.4.0m3p1 and I want to report it without opening an SR since I decided to change over to SCX6.4.0m4p1 which I found a cosmetic problem with already.

The bug in ECX6.4.0m3 is that when a change is made under account-config to ftp-user, ftp-password, or ftp-remote-path a page fault will occur within 30 seconds of activating the config.
