R12.1.1 upgrade when running u6678700.drv get ORA 01086 in funupgpns.sql

when upgrading to R12.1.1 from 11.5.10.2, got this error:
 
sqlplus -s APPS/***** @/oracle/upg/ebs/apps/apps_st/appl/fun/12.0.0/patch/115/sql/funupgpns.sql

ERROR at line 1:
ORA-01086: savepoint 'FUN_PARTY_UPGRADE' never established in this session or
is invalid
ORA-06512: at line 601
ORA-06502: PL/SQL: numeric or value error
