Credit check hold notification to Supervisor

Hi,

I need some help on workflow notifications which sent automatically when hold applied on order.

Credit check hold is being applied when order is Booked and an automatic notification sent to the Supervisor. Recently a new user hired and when he is creating orders there is no hold notification sent to her or Supervisor. As I have tried the same in one of test instance I was able to get the notification ( I have not defined any supervisor for me).

I see there are records exist in WF_ROLES or WF_LOCAL_ROLES as role (as Per) for the new employee. Could somebody let me, is there any setup exist for sending notifications to Supervisor or what exactly needs to be done as I'm new to workflow.
