Day light saving option on OS level

Hi all,

    

Last march we faced something, the OS has automatically
change the time depend on the timezone setting to one of our branches, while it
was changed in wrong date so we faced a lot of issue.

    

The problem is that , this change happened while the DB up
and running and we are lucky while the change is increasing the time by one
hour.

    

But my knowledge said that if this is reducing the time by
one hour then we will face an issue with the DB.

    

Can someone help me and confirm this information , then tell
me what is the proper way to do same task in October 14 when the time will
