Performance Issue on JD Edwards (AS400 with DB2-400)

Our JD Edwards Performance is Degrading and peak hours users not able to work properly creating major issue. We are running two JDE E1 services on the same partition. Since last 5 years the database OS400 DB2 data base we have not executed the reorganizing process. Do we need to execute the process for system performance. We have checked there is no network issues. While user log in its fast but opening application is taking more time.

Please guide how to address this issue.
