Inclusive manual tax lines getting imported as exclusive tax lines

Hi ,

Inclusive manual tax lines getting imported as exclusive tax lines in payables open interface .

But when manual invoice is entered using invoice workbech , for the same tax classification code tax is getting calculated correctly as inclusive .

Need input here pls .
