PC_PRICING not creating target rows

Question about PC_PRICING process.  Our pricing process was working great until recently when it seems our target rows have now been removed from PROJ_RESOURCE.  I have run the PC_PRICING process with the "re-price" option however this does not create any target rows.  I did note that we have many transactions in PROJ_RES_TMP so I am thinking transactions may be getting stuck here?  Anyone run into this before?
