Oracle Push Notification

I am trying to find out if we are using push notifications from Oracle. There is a project that we are in the initial stages that requires application service  to know when a new record is created in realtime. What this would allow us to do is to be more proactive when a new record is inserted into tables in Oracle. If this can be pushed to a web service even better.
