can do package build/deploy without checking in object ?

Hi, i was wondering ...package build/deploy would use spec from deployment server , right ? So, must be check in 1st....

Before I re-deploy P01012 and P04012, I need to build update package. Can I just login to PD environment (outside deployment server) and just build update package without check out and check in? The reason I asked is because, after I checkout P01012 and P04012, I couldn’t check in again.  

Can check out but can not check in ?

- is it because the deployment server's mapped drive is not available ?

- the object does not belong to PVC role ?
