HA solution for observer for Oracle physical stand by database

Team,

I am running my observer out from primary and secondary sites, I have a windows clustering implemented,would like to include the observer in the windows cluster for high availability.  Is there anyway for me to run the onserver as service in windows, so that I can add the service to windows clustering. (OR) any other solution for HA to run a observer for automatic fail-over.

Oracle 11.2.0.3

SPARC 11 64 bit
