DEPARTMENT_ID field is null in WIP Issue transaction

Hi

Our Client are in 12.1.3. Have  Manufaturing modules ( BOM, WIP, MES) set up  in application.   For certain WIP Issue transactions (  16 transactions out of around100000 Transactions)  we  found that ' Department' is missing in the Material transaction form ( DEPARTMENT_ID in Mtl_material_Transactions Table) .  For those transactions  - WIP Supply type has been defined with  Operation pull, Push . Not sure why these transactions processed with 'Null' Department.Any help in this is well appreciated.
