Org Id in HZ_CUST_ACCOUNTS_ALL

Hi All,

This query is very basic query related to the TCA, can HZ accounts be defined at operating Unit level(ORG ID) specific?

We have Party---> Account---->Site--->Site Usage.

As far I know Sites can be controlled at Operating Unit, but accounts I am not sure.

While defining account I could not find any Operating unit field in front end(Version R12.1.2), however in the table HZ_CUST_ACCOUNTS_ALL I could see the column ORG_ID, in my instance I checked for all the records and its blank.Can you please help me in understanding this concept.
