srvctl start instance produces error PR-1027 and PRCD-1070

After restart the second node of a two nodes RAC the service OracleOHServices doesn`t run after some tries. We recieve these errors:

C:\oraserver\11.2.0\grid\BIN>srvctl start instance -i ORCL2 -d ORCL

PRCD-1027 : Fallo al recuperar la base de datos ORCL

PRCR-1070 : Fallo al comprobar si resource ora.orcl.db estß registrado

Cannot communicate with crsd

Traslation:

PRCD-1027 : Failed to retrieve database ORCL

PRCR-1070 : Failed to check if resource ora.orcl.db is registered

Cannot communicate with crsd

The RAC is in Windows Server 2008 R2
