Unable to work on purchase requisition

Hi,

We are on 12.0.4 and using I-procurement for raising purchase requisition's and AME for approvals.

We are having a scenario where requester is resigned and both employee and fnd_user are end dated.

When approver is taking action on the purchase requisition which was previously raised by the ex-employee, purchase requisition is going to 'INCOMPLETE' status with notifying 'Approval list could not be generated'.

The issue is we are using budgets and some purchase requisitions are holding amounts.

Please assist how can we process this PR to get finally approved by all approver's.
