Generic Text Security for *PUBLIC

I am in the process of upgrading from JDE World 7.3 to JDE World 9.3.  For the initial testing, I need to set-up Generic Text Security for *PUBLIC for all text with Inquiry and Update.  P00168 will not allow the entry of *PUBLIC (error 293A User/Group Invalid).  How do I set up the security?
