Posting zero increases in CWB

Hi - I am posting in CWB and have selected to Post zero salary increases.   We allow Lump Sum bonuses in our CWB process in addition to Merit increases.  When posting,  I am seeing the Lump Sum bonus post with zero (the element is created with a zero entry value)  for all employees in addition to the normal Merit Salary Increase.  We have used this same configuration for about 5 years with no problems.  Last year we posted zero increases and did not see the Lump Sum bonus getting posted.  Has anyone seen this happen?  I am wondering if I
