Unit Shipment is not expiring the IB instance

Currently using 11.5.10, and there have been 4 cases recently where the unit Shipment is not expiring the IB record created by inventory.  Since there are created by inventory there is not way to update it.  We have been using Install Base for a while and this has worked correctly every time until now.

Any ideas?
