Exempt customer from PST on all items except Freight

We have implemented taxing for Canada customers. Initially, GST/PST & HST  were to be charged on Freight, only. This was easily implemented. A change was requested to allow GST & HST on specific items, which was set up using the Tax Code on the items. However, for customers who are tax exempt, PST should not be charged on any item except freight. I'm not sure how to set this up in Oracle EBS. We are running 11.5.10.2. Any help would be appreciated. Thanks, Margot
